Job Description

Chemonics International, a US-based international development consulting firm, seeks a range of technical experts for the anticipated USD $25-50 million USAID Water Secure Philippines Activity. This project aims to advance the Philippines’ water security goals to foster more resilient communities, ecosystems, and economy. The new Activity will strengthen collaboration among key stakeholders in the water sector to address systemic challenges facing the Philippines and advance the achievement of the country’s water sector goals.

The project is anticipated to have the following objectives:

  • Objective 1: Improve water services providers’ performance for increased access to more sustainable services
  • Objective 2: Enhance institutional processes for accelerating water security at sub-national levels
  • Objective 3: Strengthen national institutions, governance, and financing to enable scaling of actions to increase water security

We are seeking experts with experience in one or more of the technical areas listed below:

  • Institutional strengthening for water service providers including in technical, financial, and management capacities.
  • Institutional strengthening for government and public sector actors in financing, financial management, planning, technical capacities, and other related areas
  • Water resources management (e.g., groundwater and surface water management, flood management, erosion control, habitat protection)
  • Water service infrastructure
  • Private sector engagement, investment, financing, and/or funds mobilization
  • Climate risk management
  • Monitoring, evaluation, and learning
  • Gender equity and social inclusion
  • Human Resources, IT, procurement, and other operations positions
  • Grants and contract management
  • Financial management, accounting, and payroll

Qualifications:

  • Degree in relevant field for technical, mid-level, and senior-level positions.
  • Five to 15 years’ experience, depending on the position.
  • Experience in Philippines or other East Asian countries is required.
  • Previous experience working on USAID or other donor-funded projects is preferred.
  • Demonstrated versatility and integrity.
  • Filipino or other local language fluency a plus.
  • Professional written and spoken English skills are required.
  • Nationals of the Philippines are encouraged to apply.
