Job Description

Chemonics seeks a Chief of Party (COP) for the anticipated USAID/Ethiopia Malaria Diagnosis and Treatment Activity. This five-year, $25-50 million project aims to strengthen malaria laboratory diagnostic capacity and improve case management in Ethiopia by addressing critical gaps and promoting best practices. Key objectives include enhancing stakeholder coordination, scaling up quality assurance systems, and training health professionals in malaria diagnosis. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall technical leadership and management of a multi-disciplinary team; oversee strategic planning, execution of annual work plans, and Monitoring, Evaluation, and Learning (MEL) activities.
  • Identify and mitigate issues and risks related to activity implementation, suggesting timely adjustments as needed.
  • Serve as Chemonics’ principal liaison with USAID/Ethiopia, Ethiopian government representatives, implementing partners, and other stakeholders to ensure activity objectives are met while cultivating strong relationships with USAID/Ethiopia.
  • Supervise technical and administrative staff, ensuring effective management of project activities and operations, as well as sound HR and financial management.
  • Support the transfer of skills and knowledge to Ethiopian institutions and communities, ensuring high-quality implementation and sustainable impact.
  • Coordinate with the Chemonics corporate office and USAID counterparts to ensure compliance with Chemonics, host country, and USAID regulations.
  • Continuously assess and evaluate activity outcomes, incorporating learning into implementation and making course corrections as necessary.
  • Lead thought leadership activities to enhance the visibility of the project and client.

Qualifications:

  • Bachelor’s degree in international development, public health/health administration, medicine, supply chain management/logistics, or a closely related field; master’s degree preferred.
  • Minimum of 10 years of relevant professional experience in an international development setting, with a focus on project implementation funded by USAID or other donors.
  • Minimum of five years of experience in a leadership role (e.g., Chief of Party) managing complex donor-funded activities with multiple stakeholders.
  • Demonstrated knowledge of USAID rules and regulations.
  • Experience working in Ethiopia, with deep knowledge of geo-political, ethnic, cultural, and other considerations affecting programming in Ethiopia and the region.
  • Strong ability to partner with the Government of Ethiopia to strengthen host-country institutions and implement evidence-based vector control approaches in support of malaria reduction and elimination.
  • Proven ability to build and maintain a diverse, inclusive team, empowering stakeholders and partners.
  • Demonstrated commitment to ethical and transparent practices and staff care.
  • Strong interpersonal, representation, and communication skills.
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in English required.
