Job Description

Chemonics International Inc. is an international development consulting firm headquartered in Washington, D.C. with more than 28 years of experience partnering with USAID in Ukraine. We are seeking a Chief of Party (COP) for USAID’s anticipated “Resilient Systems for Transparent, Reliable, and Effective Pharmaceutical Governance (RESTORE)”. The five-year, $25-50 million program will aim to strengthen and align the pharmaceutical system in Ukraine to European Union norms and standards and enhance transparency and cost-efficiency for desired health outcomes. This activity would support the ongoing efforts of the Government of Ukraine (GoU) and its civil society partners to transform its healthcare system to effectively meet the needs of its citizens by providing technical assistance in support of the GoU, civil society, and the private sector to improve the public procurement, distribution, and availability of quality-assured medicines and health commodities. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

The COP will be responsible for overall technical and administrative management of RESTORE activities, including:

  • Exemplary leadership, vision, and direction of the activity;
  • Ensure high quality standards of technical assistance and support to activity stakeholders;
  • Maintain a strong and collaborative partnership relationship with USAID;
  • Effective coordination and engagement with all government and activity stakeholders;
  • Manage activity communications with USAID, key stakeholders, civil society, private sector, the general public, and other donors;
  • Ensure compliance with USAID, USG and GoU laws, regulations, policies and procedures;
  • Manage and develop staff and consultants to achieve expected results; and
  • Carry out other tasks as required to achieve the activity objectives and expected results.

The COP must have the following minimum qualifications:

  • Advanced degree in public health, pharmaceutical systems, supply chain, or related discipline preferred;
  • Minimum ten (10) years of demonstrated experience in the successful implementation of donor-funded activities, with preference given to pharmaceutical management systems strengthening under a USG contract instrument. Four (4) years must have been in senior program management role;
  • Previous experience as a chief of party preferred;
  • Prior experience working with international donors in Ukraine or Central or Eastern Europe;
  • Expertise in health sector governance and pharmaceutical systems strengthening;
  • A demonstrated track record of progressively responsible managerial experience managing a complex portfolio that includes activities related to pharmaceutical management systems strengthening;
  • Knowledge of EU pharmaceutical standards and practices preferred;
  • A demonstrated track record of building and effectively managing a strong team;
  • Demonstrated ability to establish strong working relationships with officials at all relevant levels of host country governments and other donors;
  • Strong interpersonal, writing and oral presentation skills in English required, and fluency/professional proficiency in Ukrainian preferred.
