Chemonics International invites qualified individuals to submit their resumes for the Chief Party position. This call for resumes is in anticipation of Maldives Public Financial Management opportunity.
This activity will strengthen Maldivian public financial management capacity– including, but not limited to, revenue generation and expenditure control, sub-national government, gender and inclusive development, digitalization, civil and foreign service training. The Chief of Party will oversee the implementation, management, and outcomes of the project. They will coordinate with USAID and foster productive relationships with counterparts and related donor program implementers. The Maldives Public Financial Management Activity will likely be awarded in 2025. Below are the application instructions, requirements, and responsibilities.

The Chief of Party has the following responsibilities:
- Provide overall leadership, management, and general technical direction of the activity
- Lead the strategic planning of the project, including annual work plans, and provide overall vision and strategic planning for implementation
- Serve as the principal liaison to USAID and ensure effective coordination with relevant Government of Maldives stakeholders, other donors/donor-funded projects, and private and public sector stakeholders
- Ensure that results, quality standards, and schedules are met on time and within budget
- Coordinate closely with USAID and the Government of Maldives on developing, implementing, and reporting on the project
- Ensure that project results are accurately and transparently captured and communicated at all levels
- Coordinate and manage due diligence support, market research, and financial analyses for businesses
- Establish relationships and partnerships with and between institutions
- Ensure the integration of women, youth, and other underrepresented persons across programming
- Other duties as assigned
Qualifications include:
- Advanced degree in international development, public administration, economics, finance, business administration, or a related field required
- Minimum ten (10) years of experience working in international development projects, in the areas of public financial management, institutional capacity building, and fiscal policy required
- Minimum eight (8) years of supervisory experience
- Proven expertise in at least one of the following: public financial management, revenue generation, expenditure control, economic policy reform, state-owned enterprise reform, fiscal decentralization, gender equality and social inclusion, e-government solutions, civil and foreign service capacity strengthening
- Excellent communication skills to liaise with stakeholders, including government officials, donors, and local partners.
- Demonstrated experience developing and maintaining relationships and networks with the private sector and business associations
- Experience in project management in the Maldives or South Asia is highly desirable
- Demonstrated leadership, versatility, and integrity
- Fluency in English required.
